Weiss, Foreign Affairs, Defense, and Trade Division Abstract: Members of the second session of the 110th Congress have taken steps to advance the work of the two previous Congresses regarding Bush Administration initiatives to improve the conduct of "stabilization and reconstruction" (S&R) initiatives. In previous Congresses, Senate authorizers took a lead role in promoting the reorganization of the U.S. government and the creation of extensive civilian capabilities to conduct S&R operations, as well as the creation of a related discretionary conflict response fund. The 108th and 109th Congresses as a whole moved cautiously, however, on authority and funding for such initiatives, requesting that the Administration provide more information on its plans.
