Abstract: The 109th Congress adjourned with the FY2007 appropriations process still under way. A third continuing resolution (CR), P.L. 109- 383, signed into law December 9, 2006, provided funding for government operations (including the Departments of Health and Human Services and Education) through February 15, 2007, based on the FY2006 rate.
