Abstract: This report summarizes TSAs security threat assessment process that affects millions of hazmat drivers and thousands of hazmat companies. Key public policy issues associated with TSAs program to check the background of hazmat drivers are analyzed. The current status of this initiative and projected timetable for implementation are discussed. Some of the past and future challenges faced by the TSA, the states, and drivers in either establishing or complying with this initiative are reviewed. Federal funding and fees associated with this program are detailed. Key disagreements among components of the hazmat trucking industry and TSA regarding this security threat assessment program are analyzed. Finally, various policy options regarding the future of this program are considered.
