The House passed H.R. 10, its version of the legislation, on October 8, 2004. This report provides a description and brief analysis of provisions of H.R. 10, as passed by the House, that adjust federal law enforcement authority through either the creation of new federal crimes or the amendment of existing criminal procedure or of existing substantive criminal provisions.
