Abstract: This report divides the threat of nuclear terrorism into two aspects, the acquisition of a bomb and its delivery to a target. The former could involve acquisition of a nuclear weapon, or acquisition of fissile material and its subsequent fabrication into a bomb. Delivery involves a different, much less sophisticated, and much more common set of skills needed to move the weapon covertly by stages toward its target.
