Abstract: This report provides an overview of below-cost timber sales  sales where the revenues are less than the costs to prepare and administer them. It provides a brief history of concerns over timber management profitability, discusses difficulties in identifying below-cost timber sales, examines concerns over financial losses and justifications offered for continuing such sales, and discusses relevant aspects of below-cost timber sale policy options for Congress and/or the Administration.
