Carr, Government and Finance Division Abstract: The House considers measures under suspension of the rules pursuant to clause 1 of Rule XV.2 When a Representative makes a motion to suspend the rules and pass a bill or resolution, agreement to the motion also constitutes passage of the measure. Rule XV provides for a maximum of 40 minutes of debate on the motion, and it precludes all floor amendments.
