Abstract: This report is a section-by-section analysis of H.R. 3214. H.R. 3214 passed the House on November 5, 2003, by a vote of 357-67. On December 9, 2003 this bill was referred to the Senate, read twice and referred to the Committee on the Judiciary. The bill passed overwhelmingly in the House but has been criticized by some and is currently stalled in the Senate.
