Morrissey, Resources, Science, and Industry Division Abstract: On January 23, 2004, President Bush signed into law H.R. 2673, the Consolidated Appropriations Act, 1994 (P.L. 108-199). Division B, Title II, of that act is the Commerce, Justice, State, the Judiciary, and Related Agencies (CJS) Appropriations Act, 2004, which includes funding for the National Oceanic and Atmospheric Administration (NOAA) in the Department of Commerce. The House agreed to the conference report on December 8, 2003, and the Senate agreed to the conference report January 22, 2004. Appropriations for NOAA for FY2004 were $3.77 billion. This is $14.0 million, or 3.7%, less than recommended by the Senate Appropriations Committee; $710.8 million, or 18.9%, more than House-passed appropriations; $446.6 million, or 11.9%, more than the Presidents FY2004 request; and $529.7 million, or 14.1%, more than FY2003 appropriations.
