Title: The Servicemembers Civil Relief Act (P.L. 108-189)

Abstract: The increasing number of activations of Reserve and National Guard military units for support in the war against terrorism or the war in Iraq means that a growing number of Americans may be entitled to invoke civil protections provided to them on the basis of their service in the Armed Forces. This led to calls for a reexamination of the Soldiers and Sailors Civil Relief Act of 1940 (SSCRA) which provided servicemembers certain civil protections P.L. 108-189, the "Servicemembers Civil Relief Act SCRA," enacted on December 19, 2003, restates and strengthens the protections available to servicemembers. This report summarizes the SCRA and describes other legislative efforts aimed at amending the former SSCRA.
