Abstract: This report provides a synopsis of the evolution of the uses of international police in peacekeeping operations, with a description of the problems encountered. It discusses the current U.N., U.S., and European mechanisms for providing CivPols to international operations, recommendations for improving those systems, and the status of their implementation. It assesses the various approaches that are recommended to resolve continuing problems and provide operations for the U.S. Congress for continued improvements in the system.
