Title: Medicare Endorsed Prescription Drug Discount Card Program

Abstract: On December 15, 2003, the Centers for Medicare and Medicaid Services (CMS) issues interim final regulations for the endorsed card program. Sponsors will begin enrolling beneficiaries in May 2004 and begin offering access to discounts and transitional assistance in June 2004. This report provides an overview of the major features of the card program and highlights some of the major implementation issues raised to date.
