Abstract: On December 17, 2003, EPA issued proposed rules to address the effects of interstate transport of air pollutants on non-attainment of the National Ambient Air Quality Standards (NAAQS) for fine particulates and ozone. With the proposed Interstate Air Quality rule, EPA proposes a region-wide emissions cap for NOx and SO2 to be implemented in two phases.
