Abstract: The Interstate Compact on the Placement of Children (ICPC) provides a uniform legal framework for the placement of children across state lines in foster homes and/or adoptive homes. At the present time, all fifty states, the District of Columbia, and the Virgin Islands have enacted the provisions of the ICPC in their individual laws. This report examines the ICPC, the regulations which implement the ICPC, and various federal laws which impact the ICPC.
