Number: RL32050 Title: Teacher Recruitment and Retention: Federal, State, and Local Programs Authors: Jeffrey J. Kuenzi, Domestic Social Policy Division Abstract: In recognition of the importance of the recruitment and retention of good teachers, policymakers at all levels of government have developed a wide variety of programs designed to increase the supply of teachers, create incentives for professional development, and improve teachers' job experience and satisfaction. The purpose of this report is to review the range of these efforts nationwide and provide a context for the issues that may yet arise during HEA reauthorization. Title II of HEA and sections of HEA, Title IV provide the bulk of the federal effort to recruit and retain teachers. In addition to these programs, this report will discuss many teacher recruitment and retention efforts that have been initiated at the state and local levels, as well as by private foundations.
