In particular, it provides an overview of NEPA requirements, including elements that are unique to transportation projects and that have been controversial or of concern to stakeholders with regard to streamlining the process. It also discusses transportation project delays and their relationship to the NEPA process, streamlining provisions of TEA-21 and efforts undertaken by the Administration to implement those provisions, and challenges to further streamlining efforts.
