Abstract: This report begins by reviewing the user-fee-funded education and training provisions of the relevant immigration legislation passed in 1998, 2000, and 2004. It then examines the NSF and DOL programs funded through the H-1B education and training user fee. The report closes with an analysis of changes in the labor market conditions faced by IT workers during the 1990s and thereafter.
