The research looked at state policies on long-term care as well as trends in both institutional and home and community-based care for persons with disabilities. It included a review of state documents and data on long-term care, as well as national data sources on spending. Interviews were held with state officials. The 10 states included in the study are: Arizona, Florida, Illinois, Indiana, Louisiana, Maine, Oklahoma, Oregon, Pennsylvania, and Texas.
