Abstract: Although the Department of Energy (DOE) has taken steps to strengthen security and counterintelligence practices, some observers have questioned the effectiveness of the partially bifurcated counterintelligence structure. This comes at a time when observers believe DOE and the National Nuclear Security Administration facilities have been and will continue to be a major target of foreign intelligence services, friendly, as well as hostile.
