Title: The Low-Income Home Energy Assistance Program (LIHEAP): Program and Funding

Abstract: The first section of this report describes appropriations of LIHEAP funds for FY2009 and FY2008. It also discusses current issues and legislation related to LIHEAP. The second section of this report discusses LIHEAP rules, including household eligibility and how funds may be used, and presents the most recent data available from HHS regarding household characteristics and benefit levels. Finally, the third section discusses how each category of LIHEAP funds is distributed to states, as well as a breakdown of funds to the states during the last several fiscal years.
