Abstract: Since the terror attacks of September 11, 2001, policymakers have been attempting to decrease the vulnerability of the United States to the terrorist use of weapons of mass destruction. This report describes the different types of high-threat chemical agents. It also discusses their availability, treatment, and detection, and possible policy approaches to reducing the threat posed by them.
