Abstract: Several bills have been introduced in the 108th Congress that propose to eliminate tobacco marketing quotas and compensate the owners for the loss of asset value associated with quotas. Also, the bills would make transition payments to active producers. This report presents a side-by-side comparison of these so-called tobacco quota buyout bills.
