Abstract: On November 22, 2002, the EPA finalized revisions to several aspects of the Clean Air Acts New Source Review (NSR) requirements. At the same time, EPA proposed rules to clarify the definition of routine maintenance under NSR. The proposed and final rules have generated controversy. The Bush Administration has argued that the new rules will reduce pollution and increase energy efficiency.
