Title: Victims Rights Amendment: A Proposal to Amend the United States Constitution in the 108th Congress

Abstract: A victims rights amendment to the United States Constitution has been introduced in two essentially identically worded resolutions in the 108th Congress: S.J.Res. 1 and H.J.Res. 10. The Amendment is likewise identical to one which the President endorsed during the 107th Congress, but is substantially different in word if not in spirit from proposals offered in earlier Congresses. This report contains a discussion of the content of the Amendment and of some of the issues it raises.
