Abstract: This report discusses several issues relevant to federal agency emergency preparedness, including funding, the development of a federal emergency decision and notification protocol for the Washington, DC area, the status of agency preparedness activities and implications of homeland security legislation for the protection of federal buildings and employees. It concludes with a number of policy questions still to be answered by Congress and the Administration following the enactment of the Homeland Security Act.
