Number: RL31618 Title: Campus-Based Student Financial Aid Programs Under the Higher Education Act Authors: David P. Smole, Domestic Social Policy Division Abstract: The 110th Congress is considering bills to amend and extend the campus-based programs as part of the debate over reauthorizing the Higher Education Act. On July 24, 2007, the Senate passed S. 1642, the Higher Education Amendments of 2007. On February 7, 2008, the House passed H.R. 4137, the College Opportunity and Affordability Act of 2008. On July 29, 2008, House and Senate conferees agreed to a conference report to accompany H.R. 4137. This report begins by providing a brief description of each of the campus-based programs, including the terms under which financial aid is awarded to students and the procedures under which federal funds are allocated to institutions for that purpose. It then provides historical information on federal funds appropriated for each of the programs, an analysis of the number and types of students served, and selected program statistics. It concludes with a discussion of amendments to the campus-based programs proposed in S. 1642 and H.R. 4137. Pages: 30 Date: July 30, 2008
