Abstract: This report presents a side-by-side comparison of a selected few legislative proposals considered in the 107th Congress to authorize the President to use United States Armed Forces against Iraq. Each would authorize the President to use U.S. Armed Forces against Iraq. Each, however, presented different reasons for the authorization, conditions and thresholds to be met, congressional consultation requirements, and reporting requirements.
