Abstract: This report examines the formulas for the three IDEA state grants programs: the grants-to-states program, the preschool program (Section 619), and the infants and toddlers program (Part C). The report begins with an overview of the basic characteristics of federal state grant formulas. It then outlines the three IDEA state grant formulas. It concludes with a discussion and current status of the debate over "full funding" of the grants-to-states formula, i.e., the provision of maximum state grants under this formula.
