The Administration's request is split almost evenly between the Department of Defense ($14 billion) and other agencies ($13 billion). Like the Emergency Terrorism Response supplemental, the first supplemental to combat terrorism, the FY2002 request would provide additional funding for the war in Afghanistan, to New York City, and enhancing airport security. Other policy priorities, such as bioterrorism and investigative activities, receive less emphasis in this request.
