Abstract: This report analyzes and compares the versions of TPA legislation passed by the House and Senate. The purpose of this report is to review and compare major selected provisions of H.R. 3005, as passed by the House, and Title XXI of H.R. 3009, as passed by the Senate. It also includes comparisons of the two bills with the Omnibus Trade and Competitiveness Act of 1988 (P.L. 100-418), under which fast-track procedures were last approved.
