Number: RL31241 Title: Reading First and Early Reading First: Background and Funding Authors: Gail McCallion, Domestic Social Policy Division Abstract: The reauthorization of the ESEA in P.L. 107-110 incorporated much of the Administration's reading proposal. The NCLBA authorized Reading First at $900 million for FY2002, and such sums as may be necessary for the succeeding five fiscal years. Early Reading First was authorized at $75 million for FY2002 and such sums as may be necessary for the succeeding five fiscal years. Other literacy programs consolidated into this new Part B include Even Start (formerly in Title I Part B of the ESEA), and a new program to assist school libraries, titled "Improving Literacy Through School Libraries." In addition, in 2005, a new reading program for adolescents, Striving Readers, was authorized by the FY2005 Appropriations Act under ESEA Title I Part E, demonstration authority.
