Abstract: On May 13, 2002, President Bush signed into law a new 6-year omnibus farm bill, the Farm Security and Rural Investment Act (FSRIA) of 2002 (H.R. 3646, P.L. 107-171). The USDA is now charged with implementing the provisions, most of which take effect this year.
