Abstract: A key issue in trade promotion authority (TPA) reauthorization has been whether or not, and more recently, the extent to which Congress will allow provisions relating to labor and the environment in new trade agreements destined for fast-track consideration. This report focuses on TPA labor issues. It traces the congressional debate since 1994 when the previous fast-track authority expired, and compares H.R. 3005, the Bipartisan Trade Promotion Authority Act of 2001, reported by the House Ways and Means Committee on October 16, 2001 (H.Rept. 107-249) with H.R. 3009, the Comprehensive Trade Negotiating Authority Act of 2001.
