Haddal, Domestic Social Policy Division Abstract: A diverse set of issues related to foreign students, including foreign student funding and English-language competency, has raised concerns with some universities, advocacy groups, and other observers. Additionally, some recent legislation has focused on attracting foreign students in STEM fields. Legislation introduced in the House (H.R. 1645) and in the Senate (S. 1639) would create pathways to legal permanent residence for foreign students in the STEM fields of study.
