Thomas, Resources, Science, and Industry Division Abstract: This report examines the rationale behind the patent system and its role in promoting innovation in all sectors of the economy. The application of patent law in the area of stem cell research is also discussed. A Memorandum of Understanding for use of certain cell lines has been signed between the Public Health Service and WiCell, the licensing agent of the University of Wisconsin that owns several relevant patents. Still, additional patents may arise from government supported research and development in this area.
