Abstract: Now that the reallocation of Representatives among the states based on the 2000 Census has been completed, some members of the statistical community are urging Congress to consider changing the current House apportionment formula. However, other formulas also raise questions. This report describes apportionment options from which Congress could choose and the criteria that each method satisfies.
