Title: House Offset Amendments to Appropriations Bills: Procedural Considerations

Abstract: This report is an introduction to selected rules and practices governing the consideration of offset amendments to appropriations measures. Procedural requirements of the two types of offset amendments considered in the Committee of the Whole - clause 2(f) offset amendments and reachback (or fetchback) offset amendments - are discussed. Procedural considerations regarding waiving these requirements and selecting between the two types of offset amendments are also explained.
