Schwemle, Government and Finance Division Abstract: General policies and guidance on the implementation of telework programs in the executive branch have been established by the General Services Administration (GSA) and the Office of Personnel Management (OPM). Although the legislative branch has no corresponding entities, a comparison of the policies and guidance for this branch indicate that they are quite similar to those of the executive branch. GSA reported that about 26,000 executive branch employees were teleworking as of October 1999. The Office of Personnel Management (OPM) reported in January 2002 that 74,487 fedreal employees telecommute. It is not known how many legislative branch staff telework.
