Hornbeck, Foreign Affairs, Defense, and Trade Division Abstract: The Andean Trade Preference Act (ATPA) expired on December 4, 2001 and U.S. tariffs were reimposed on affected Andean exports. On February 15, 2002, the Bush Administration acted to defer collection of these tariffs for 90 days, in expectation that Congress would either reauthorize ATPA or temporarily extend the tariff provisions, presumably retroactively. In the meantime, reauthorizing legislation has been passed in the House and by the Senate Finance Committee and is part of a broader trade legislative agenda, including Trade Promotion Authority under consideration in 2002.
