Abstract: This report considers the current DOD policy on HIV-1/AIDS and the nature of the situation that precipitated its creation. It then looks at the issues raised concerning this policy. Finally, the report considers the legislative efforts to modify this policy. Included in this consideration is the recent decision to utilize DOD funds to address the issue of HIV-1/AIDS in countries in Africa.
