Number: RL30758 Title: Alternative Transportation Fuels and Vehicles: Energy, Environment, and Development Issues Authors: Brent D. Yacobucci, Resources, Science, and Industry Division Abstract: Three key laws, the Alternative Motor Fuels Act of 1988 (P.L. 100-494), the Clean Air Act Amendments of 1990 (P.L. 101-549), and the Energy Policy Act of 1992 (P.L. 102-486), as well as three Executive Orders, support the development and commercialization of alternative fuels and alternative fuel vehicles. These legislative acts and administrative actions provide tax incentives to purchase AFVs, promote the expansion of alternative fueling infrastructure, and require the use of AFVs by various public and private entities. Several bills in the 107th Congress propose to expand these programs or create further incentives for alternative fuel and vehicle use. Opponents argue that there are other, more cost-effective ways of promoting clean air and energy conservation. This report reviews these issues. Pages: 26 Date: January 7, 2005
