Abstract: This report discusses the internal and external security concerns of the South Caucasus states and U.S. interests and policy toward the region. The ambitions of neighboring powers, particularly Russia, may pose the greatest threat to the stability and sovereignty of the South Caucasus states. It is also possible that internal security problems are greater threats. The states are less able to ameliorate external threats because of internal weaknesses such as political and economic instability, ethnic and regional conflicts, and crime and corruption.
