Davis, Government and Finance Division Abstract: This report examines the expedited, or fast-track, procedures now in force as they can affect the legislative processes in the House of Representatives. It identifies the possible elements of expedited procedures: for example, possible limits on the length of time available for committee consideration of measures to which the procedures apply, and possible restrictions on the amendments that Members can offer to those measures. For each such element, the report then discusses the variations found in the fast-track procedures now available for use, and explores some of the implications of these variations.
