Abstract: This report provides a guide to conducting Senate hearings. It covers formal Senate procedure, set forth in Senate Rule XXVI and Senate committee rules, and common committee practices. It discusses hearings preparation, such as scheduling, invitations to witnesses, and publicity and media considerations; and procedural elements, such as quorums for taking testimony, oaths, and questioning witnesses. It also includes a bibliography of CRS products and other sources.
