Abstract: This report examines the design of the current credit and some of the key policy issues it raises. More specifically, the report discusses whether the credit is justified on economic grounds, explains how the credit works, and summarizes what is known about its effectiveness and incentive effect. In addition, the report describes some of the key policy issues raised by the credit. It concludes with a discussion of legislative proposals introduced in the 106th Congress that address these issues and an assessment of their potential impact on business R&D investment.
