Abstract: Over the past year, South Korea and Japan have taken dramatic steps to improve their historically strained relations. This report explains and analyzes the sources of past tensions between Seoul and Tokyo, the reasons for the recent warming of bilateral relations, and the implications for U.S. regional security and economic interests. These matters are of concern to Members and Committees with responsibilities or interests in U.S. policy toward North Korea, South Korea, Japan, and China, as well as the U.S. negotiating position in the World Trade Organization.
