Ackerman, American Law Division Abstract: In 1973 Congress enacted the War Powers Resolution to breathe life into its "declare War" power under the Constitution. But the Resolution's effectiveness has been limited by political conflict between the President and Congress. As a result, Members of Congress have on six occasions initiated suits to bind the President to the Resolution's requirements and the Constitution's allocation of power.
