Abstract: This report summarizes and analyzes the provisions of S. 682, 106th Congress, 1st Session (1999), the proposed "Intercountry Adoption Act of 1999." If enacted, S. 682 would implement certain requirements of the Hague Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption ("Convention"), of which the United States is a signatory. To implement the provisions of the Convention, each signatory country must enact domestic legislation to fulfill its treaty requirements.
