Title: THE EMPLOYMENT SERVICE: THE FEDERAL-STATE PUBLIC LABOR EXCHANGE SYSTEM

Abstract: This report describes the federal-state system of public employment service (ES) offices which was authorized by the Wagner-Peyser Act of 1933. The central mission of the ES is to facilitate the match between individuals seeking employment and employers seeking workers. The ES system is jointly operated by the U.S. Department of Labor and state employment security agencies, and currently consists of more than 1,800 local offices. This report begins with a history of the ES, and also describes the methods of service delivery, the populations served, the ES role in the One-Stop delivery system under the Workforce Investment Act of 1998, several products of America's Labor Market Information System, ES performance measurement, and funding under tie Wagner-Peyser Act. The report ends with a description of Alien Labor Certification programs, the Work Opportunity Tax Credit the Welfare-to-Work Tax Credit, and the Federal Bonding Program.
