Abstract: On May 26, 1999, H.R. 1691, the "Religious Liberty Protection Act of 1999" (RLPA) was ordered reported by the Subcommittee on the Constitution of the House Judiciary Committee. The measure is a response to the Supreme Court decision in City of Boerne, Texas v. Flores and raises significant policy and legal issues. This report provides background on the judicial and legislative context of RLPA, summarizes congressional action on it in the 105th and 106th Congresses, and frames the salient legal issues that appear to be implicated.
